OREANDA-NEWS. On 5 February 2008 was announced, that six billion rubles have been additionally allocated for Primorsky energy industry development. The corresponding agreement has been signed between the JSC RAO UES of Russian and Primorsky region Administration.

The dynamic development of the economic and social sphere of Primorsky region is followed by the vigorous growth of the energy consumption in the region. Thus by the results of 2007 this index increased by 3.1 % in comparison with the same period of 2006. For the period till 2010 the energy consumption growth rates in whole regional energy system is forecasted to be 4,1 % annually. In the Southern energy zone where Vladivostok is situated the large–scaled industrial facilities and facilities of the port infrastructure this index can surpass 5%.

The signing of the Agreement is aimed at the increase of consumers’ energy supply reliability, electric power grids capacity, creation of the conditions for connecting the new consumers and capacity increase for the already connected ones, prevention of the power shortage in the conditions of energy consumption growth In Primorsky region. This aim gains special attention with the view of preparation for hosting the summit of member-countries of the Asia-Pacific Economic Cooperation (APEC), to be held in 2012 in the city of Vladivostok.

It worth to be noted that within the framework of the Agreement the list of the projects to be invested have already been approved. The Document stipulates the implementation of the set of investment projects on construction and rehabilitation of the electric power stations and the facilities. They will be implemented by the grid and generation companies included into the energy target structure – Federal Grid Company and JSC RAO Energy systems of Vostok, that will consist of JSC Far Eastern Energy Company and its daughter dependent companies – JSC Far Eastern Generating Company and JSC Far Eastern Distributing Grid Company, as also energy companies that work in the energy systems of the stand alone Far Eastern regions.

In particular JSC Far Eastern Generating Company is planning to increase the capacity of the power stations of the region by 615 MW. This year 115 MW will be put into operation at the expense of construction of the new facilities at Vladivostok TPP-1 and rehabilitation of Vladivostok TPP-2. The program of Partizanskaya TPP modernization will allow to put into operation in 2009 additional 60 MW, of Artemovskaya TPP in 2008-2011 – 80 MW. For 2011-2012 it is planned to put into operation two coal units of the new Ussuriyskaya TPP with the total capacity of 360 MW.

In the main grid complex, at the expense of the new construction and rehabilitation of the existing facilities, 3069 MVA of the transformation capacity and 961 km of high voltage electric transmission lines will be put into operation. Among the key projects is the construction of 500kV high voltage line Chuguevka –Lozovaya-Vladivostok with the length of 372 km, and Dalnevostochnaya- Vladivostok, as also 220kV high voltage line Ussuriysk -2- Vladivostok and transformation substation 500kV Vladivostok.

Besides that in the framework of preparation for the Summit APEC as of 2010 it’s planned to put into operation a number of the units of the main grid complex: high voltage line 220 kV – Vladivostok- Artemovskaya TPP, Zeleny Ugol- Artemovskaya TPP, Volna- Vladivostok TPP, substation 220 kV Pospelovo, Patrocl, Zeleny Ugol.

In the distributing grids of JSC Far Eastern Distributing Grid Company in the framework of construction and technical re-equipment program, the substation with the total capacity of 1091 MVA and the power lines of the voltage of 0,4-110 kV with the total length of 485 km will be put into operation.

All the volume of financing of the investment projects within the framework of the Agreement Implementation will enter the energy complex of Primorsky in the current year. The sources of the projects’ financing will be internal and attracted resources of the Holding RAO UES of Russia’ companies, that work in the territories of Primorsky region, the payment for the technological connection to the electric grids for the grid companies, amortization and loaned funds, funds of the federal and local budgets, as also Federal special-purpose program “development of the city of Vladivostok as the center of international cooperation in the Asia-Pacific region ” and economic and social development of the Far East and Transbaikal for the period till 2013”

In compliance with the signed Document, Administration of Primorsky region within the framework of its jurisdiction undertakes the obligation, under annual rate regulation for generation and transmission of electric and thermal power of the companies, participating in implementation of the region’s energy system development program, to take into account the inclusion of the sources of financing of the agreed investment projects and stage-by stage decrease of the cross subsidy.

Also regional authorities will provide the consideration and approval of the feasible rates of payment for the technological connection to the electric grids situated in the territory of Primorsky region, as the source of financing the electric grids units construction investment projects.
