OREANDA-NEWS.  On 1 February 2008 was announced, that   Government of Kazakhstan supported a motion of the Ministry of Energy and Mineral Resources regarding development of technical standards for state program on energy saving.

“It’s necessary to discuss more in detail the questions of energy saving taking into account the recommends of European bank of Reconstruction and Development.(...) As regards allocation money for scientific development of the question, I support", - Prime Minister Karim Massimov said on the government session on Tuesday in Astana.

Minister of Energy and Mineral Resources, Sauat Myndayev offered to develop a special “normative base” in the frames of realizing an energy saving policy.

“I mean the GOSTs, SNiPs etc. We have no such documents now. We don’t know neither calculated nor normative power-consuming of produced kinds of products by the enterprises and regions. We calculate at macrolevel and only electropower consumption”, - S.Mynbayev explained.

In this connection he noted that to prepare the technical normative documents an analytical work is needed at the level of the scientific institutes. “We need for it about one year and 200 million KZT, because it is not possible to do this work without scientific collectives”, - the Minister continued. Current - 120,19/$1.

Besides, the Head of the Ministry of Energy underlined that in Kazakhstan the authorized body on energy saving is not defined.

“Today no one is responsible for it, - S.Mynbayev announced. – Existing law “On energy saving” is of a declarative character: does not define the authorized bodies and in substance does not promote realization of energy saving policy”.

According to the Minister, besides new edition of mentioned law, a special state program which would define the entities responsible for realization of energy saving policy is necessary.

“There should be a separate agency, - the Minister considers. – If it will be created we are for without demur, but if it does not happen that is more like a truth, so the Ministry of energy in the name of committee on energy supervision can be responsible for energy saving in particular for electricity and heating”.

At the same time the minister noted that it will be difficult in future to introduce the quotas for renewable kinds of energy without a state program and amendment.
