OREANDA-NEWS. January 28, 2007. The Ministry of Justice of the Russian Federation has registered the first administrative Regulation of the Federal Antimonopoly Service (FAS Russia) on enforcement the Federal Law "On State and Municipal Procurement of Goods, Works and services". It is the first Regulation of the Antimonopoly Service in this area, reported the press-centre of FAS Russia.

The Regulation defined the rights of the parties - the ordering party and the bidders - in submitting and processing of complaints, as well as decision-making procedures of the regulatory authority with regard to the complaints.

The document has become an integral element of control over the activities of the regulatory authority and is mandatory for all members of staff of the Central office of FAS Russia and its regional offices.

In the opinion of a State-secretary, Deputy Head of FAS Russia, Andrey Tsarikovsky, the Regulation will bring more transparency in processing of complaints, and, therefore, the work of the regulatory authority will be even more open. "It is a new step in regulating the work of FAS Russia in the filed of state procurement control", - pointed out Mr. Tsarikovsky.
