OREANDA-NEWS. December 26, 2007. The companies of the zone of JSC IDGC of the Center's configuration improve the dispatch control vertical, JSC IDGC of the Center's press service reported. Thus, on the eve of a professional holiday - Power Worker's Day - JSC Belgorodenergo opened one more Network Control Centre.

NCC is based in the office building of Starooskolskie Electric Networks' production branch (PB SEN).

The new control center united functions of operative management by network facilities of city and regional electric networks of PB SEN. Creation of the uniform center of responsibility and competence allowed to raise considerably the level of management by and control over operating modes of the grid complex of the large industrial and economic center of the Belgorod area.

At its equipment the most advanced technical decisions of the world power industry were applied. Activity of the Center is based on use of SCADA “Sistel” operative information complex integrated with ERP-system of SAP R/3.

The complex enables operation personnel of NCC to supervise work of the equipment and to operate it in a real-time mode, and integration with R/3 system allows to keep tabs on the automatic accounting of damageability of the equipment, to fix undersupply of the electric power, and also to database the quantity of disconnected equipment and consumers that considerably facilitates work of the dispatcher. Besides, the center introduced the Automated System of Commercial Accounting of the electric power. The dispatching hall is equipped by system of collective display of the information - by means of a wall made of video-cubes which allows powermen to control over each facility of Starooskolskie Electric Networks, whether it is a transformer substation, electricity transmission line, or distribution item.

Creation of the Center was accompanied by simultaneous modernization of the control system by facilities of PB SEN: all substations of 110 kV are equipped with modern controllable modules of telemechanics. For increase in reliability of management by networks, TM backup communication and transfer channels were created between NCC and thirteen substations of 35-110 kV realized with use of fibre-optical communication, systems of wireless broadband access and digital channels on “Spin” satellite network. Thus, if one of communication channels fails, it will not affect management by the grid complex. Continuous power supply of Starooskolskie NCC provides two sources of uninterrupted feed. Besides, Starooskolskie Electric Systems are connected by reliable liaison channels with Networks Control Centre of JSC Belgorodenergo.

According to Dmitry Pankov, Deputy Technical Director of JSC IDGC of the Center - Chief of the Department for management by operation of networks, ‘The problem of improvement of dispatch control vertical and creation of NCC is a primary task and especially important for JSC IDGC of the Center. By February 2008, all the planned actions on formation of NCC in DGC should be executed.

"Actually, NCC were created in all DGC of the zones of responsibility of JSC IDGC of the Center," Dmitry Pankov says. "At the moment we are engaged in their provision with software, technical equipment, personnel training. This stage during creation of the Unified Operational Company of JSC IDGC of the Center and formation of the unified information space of the whole zone is especially important. In fact, NCC should become an advanced and "intellectual" structural division in DGC."
