OREANDA-NEWS. December 24, 2007. Anatoly Chubais, Chairman of the Management Board of the Holding "RAO UES", Andrey Trapeznikov, member of the Management Board of RAO UES, Yury Udaltsov, Head of the Reforming Control Centre, Pavel Okley, Head of the IDGC Management Centre of UES FGC, as well as representatives of the federal and regional mass media, took part in the press conference "RAO UES is an open company. GOELRO-2 Plan. Restructuring - investments in Russia", IDGC of the Center's press service reported. In his speech, Anatoly Chubais summed up the last seven year's reform of the power industry complex and emphasized what should be done in the future after RAO UES goes into liquidation.

The overall objective of the reform was reached: the power is divided into monopolistic and competitive sectors; the wholesale market of the electric power was started up; the market of capacity will have started its work by the end of the year, which will counterbalance the position of suppliers of the electric power; the vertical of operative dispatch management was consolidated; the stage of structurization of the inter-regional distribution network companies proceeds to completion.

From January 17 to January 21 of 2008, the extraordinary shareholders meetings of network companies under the supervision of JSC IDGC of the Center will be held, where the decision on their joining to IDGC-1 in the form of branches will be adopted. In April 2008, IDGC of the Center will become a uniform operational company. One of the major results of reform in exclusive sector was construction of the Uniform National Electric Grid which passed under the management of one company - JSC UES FGC.

The recent decisions of the extraordinary general meeting of shareholders of the Holding on liquidation of RAO UES of July 1, 2008 and adoption of Federal Law No. 250 according to which so-called "transition period" in power terminates the same day - all these decisions contributed to realization of the last stage of the reforming. As a result, legislative and corporate components of the reform were finally coordinated. Anatoly Chubais emphasized that a high-grade reorganization of the power complex companies was performed in Russia. For today, they pass the stages of functional and legal division, now they are to pass the last stage of division - a division on the basis of ownership.

As reported, the main objective of the reform was involving of the private investor in the competitive sector of power industry. Programs of introduction of additional capacities within the whole country were developed both with a long-term view and the nearest 5 years. Having created conditions for involving large-scale investments in the branch, powermen tried to provide and block possible return to the last times of rigid tariff formation that is inadmissible in the market-based sector that is in today's sector. During the conference, all questions of the journalists were answered in full; they were connected with development of regions and construction of power facilities on their territory.
