OREANDA-NEWS. December 18, 2007. Federal Tariffs Service (FTS) government has, under the regular (annual) review of tariffs, settled and confirmed tariffs on oil transportation services through "Transneft" JSC oil-trunk pipeline system starting from January 1, 2008.

Transneft  tariff proposal has been prepared in accordance with the effective "Regulations for determination of tariffs on oil transportation through the oil-trunk pipelines." Upon that tariffs include expenses for the oil transportation system maintenance, dividend payout, financing of Complex and Investment company programs, servicing of loans drew down for construction of the ESPO, taxpaying expenses in accordance with the legislation in effect.

Russian FTS have analyzed in December 13, 2007 panel session the feasibility of Transneft proposal and confirmed the following tariffs coming into effect since January 1, 2008:

- oil transportation tariff rates through Transneft’s affiliates pipelines as well as tariff rate for the order execution service and oil supply dispatching have been changed;
- tariff for oil transportation through the Baltic Pipeline System has been  15% increased;
- tariff for oil transportation through the "915 km PURPN (oil pumping station)  – Rodionovskaya" has been 10% indexed;
- tariffs for oil sales to Russian oil refineries have been increase not more than 10%;
- tariffs stated in US Dollars for the Kazakh oil transit through the territory of the Russian Federation are being disaffirmed. Starting from 2008 transit oil transportation through the Transneft pipeline system will be executed under the intra-Russian tariffs stated in Rubles;
- a tariff in amount of 205,0 Rubles per 1 ton (including transfer) is being introduced for the users of the "Makhachkala-Novorossiysk" route users.

In compliance with the decisions made by FTS:
- growth of tariff for oil transportation within Transneft system at an average will compile 19,4%;
- average tariff for oil transportation services within Transneft system percentage in the world markets oil price – 3,12%;
- average tariff for oil transportation services within Transneft system percentage in the domestic market oil price – 4,44%;
- average tariff for oil transportation services within Transneft system percentage in the Russian market motor fuel price – 2,21%.
