Multi-Billion Damage to State and Rosenergoatom Concern Prevented
OREANDA-NEWS. December 12, 2007. Interior Ministry and Economic Security Department of Rosenergoatom Concern have prevented multi-billion damage to the state and the Concern.
This story began in 1996 when a Soyuzenergoatomsnabsbyt Concern OJSC was set up for making non-cash payments for electricity as only 20% of electricity payments were made in cash at that time. In the late 1990s Rosenergoatom Concern stopped using the securities of Soyuzenergoatomsnabsbyt.
However, in 2002 the Economic Security Department of Rosenergoatom Concern detected Soyuzenergoatomsnabsbyt’s securities on the market. The papers were worth 100,000,000 RUR and more, to be paid in 2003–2007. The papers were genuine (issued by Gozznak) but with fake Rosenergoatom guarantees.
Rosenergoatom asked the 2nd Moscow Prosecutor’s Office and the Interior Ministry for help. Since the case was very serious, the latter made it known to the Government, which set up a special group comprising representatives of different ministries and the police.
As a result, the criminals were caught. They had over 400 fake papers worth a total of 5,000,000,000 RUR, special software for filling necessary forms, over 40 fake seals and stamps, including Rosenergoatom’s official stamp, as well as forged letters from energy companies allegedly confirming the use of the bills.
The Interior Ministry says that the damage might exceed 15,000,000,000 RUR.
In 2005 the court sentenced the two fakers to 7 and 8 years in prison.
However, 700 such bills are still on the market and may well be used in some illegal transactions.
