Alliance Oil Signs Contract with Techicas Reunidas
OREANDA-NEWS. November 19, 2007. Alliance Oil Company and Tйcnicas Reunidas, an international contractor with headquarters in Spain, signed a contract for the construction of a Hydroprocessing complex in the Khabarovsk Refinery. The new complex is a part of the Refinery general upgrading program.
The contract includes the construction of the following units:
• a 1,180,000 tons per year Hydrotreating Unit for jet kerosene and diesel;
• a 500,000 tons per year Hydrocraking Unit;
• a 20,000 tons per year Hydrogen production Unit;
• a combined unit of Amine Regeneration, Sour Water Stripping and a 13,000 tons per year Sulphur recovery unit.
Alliance has already obtained all the necessary permits from the government agencies for the above units, which will use technologies licensed by Shell Global Solutions, Foster Wheeler, and Technip – KTI.
The complex will allow the Refinery to produce motor fuels meeting Euro-5 specifications reducing the environmental impact.
The contract will be implemented in 39 months with a value exceeding $800 million.
At the same time, Alliance will implement with Russian contractors, the following units which will be finalized before the year 2010:
• Catalytic Reforming unit upgrade to a 450,000 tons per year capacity;
• Build a Visbreaking with the vacuum residues conversion unit;
• Integrate the existing Refinery’s units into the new complex.
These projects will cost about $200 million.
The Khabarovsk Refinery general upgrade will thus total about $1 billion and is planned to be completed early in 2011. This program implementation will result in an increase of the light products output of 72%, and an overall refining depth of 92%.
