OREANDA-NEWS. Grid Management Center (GMC) of JSC Belgorodenergo (included into configuration of JSC IDGC of Center) accepted functions of operational and technical control of power grid units of Production Associations (PA) Southern Power Grids (SPG) and Stary Oskol Power Grids (SOPG) at 8:00 a.m. on November 1, 2007.

Operative Control Service (OCS) units of PA SPG devolved to GMC by transferring operative control employees from OSC to GMC, and OCS units of PA SOPG were accepted by the increase of existing load for GMC operators, who had 3 courses of individual training programs. As a result of redistribution of functions of operational and technical control of power grid complex of JSC Belgorodenergo, OSC of PA SPG and OSC of PA SOPG are in the process of liquidation. It is the first stage of switching to the two-level system of operational and technical control.

As previously stated GMC of JSC Belgorodenergo accepted operative functions on May 27, 2007. According to the resolution of Center Readiness Inspection Commission, JSC SO-CCM UES defined that it is necessary to arrange communication and telemetry channels with the units according to the requirements of Command Transport Target Model and arrange communication and telemetry channels between substations, control centers and GMC of grid organizations in order to increase volume of functions of operative power grid management exercised by GMC of JCS Belgorodenergo additionally to the volume specified by the List of TL and Equipment Distribution According to Management Method Being in Operative Management and Control of Operating Personnel of GMC of Belgorod DGC, approved on 21.04.2007.

In order to correspond this requirement JSC Belgorodenergo organized direct communication channels between GMC and dependent substations located in the service area of PA SPG and PA SOPG (33 units in total). For this purpose it used sophisticated technology of communication channel arrangement: fiber-optic communication lines, used for Technological Network of Data Transfer, broadband wireless access, backup digital channels of Spin satellite network. IP Control Radio Management Set is used for cooperation with off-site teams.

The advantages of operational and technical control optimization are building the management vertical and information exchange from the top to the bottom OTC level without mediator, as well as establishing of single competent body of interaction with the external environment (FGC, RCC, administration, etc.).

In the result of 1 OTC optimization stage 6 highly qualified experts were found to reinforce Power Transmission Department, Work Safety Service, etc.

The second stage of switching to the two-level system of operational and technical control means that JSC Belgorodenergo will accept functions of operational and technical control of OSC of PA EPG and OSC of PA NPG on November 1, 2008. As a result there will be two levels of operational and technical control in JSC Belgorodenergo: GMC of DGC (35-110 kV grid control) and GMC of DPG (10-0.4 kV grid control).
