Ukrtelecom < UTEL UZ USD0.221 Accumulate > introduces it 3G mobile service (UMTS standard) under the "Utel" brand on November 1, Millennium Capital investment company reports with reference to an Ukrtelecom's press release. Additionally, UTEL announced that a call from UTEL’s fixed-net to its mobile network will cost USD 0.12 per minute (incl. VAT) and that per-second billing will be in place. UTEL also announced to launch IP telephony services in 2008 and to expand its ADSL Internet access package "OHO! ".

Since the "Ukrtelecom" brand is known as a traditional fixed-net brand it makes sense to launch the new mobile services under a different brand. The experts see the fact that UTEL is also entering alternative communication services like IP telephony and is improving its Internet offering as a sign of a more aggressive product offering. Stronger focusing on Internet services makes sense because for fixed-net subscribers the ARPU is currently only USD 13 per month while the ARPU for Internet subscribers is currently USD 23 per month. "Overall, we see these latest developments as good news and maintain our Accumulate recommendation with a price target of USD0.31," the experts conclude.
