OREANDA-NEWS. The First All-Russia Conference on Apartment House Management by Managing Companies is to take place in the West Tower of the Federation Complex at MIBC “Moscow City”. The Conference will be opened by the Minister of Regional Development of the Russian Federation Mr. D.N.Kozak.

The Conference is organized by the Ministry of Regional Development of the Russian Federation, the Public Council at the Ministry of Regional Development of the Russian Federation, and Non-commercial Partnership “Self-regulating Organization of Property Managers” (NP “SOUN”).

The Conference shall include a public discussion on the introduction of self-regulation in housing. Besides, participants will discuss the latest suggestions on revisions of housing legislation, the mechanisms of implementation of Federal Law No. 185-F3 adopted on July 21, 2007, urgent issues of tariff pricing policy, as well as the experience of constituent entities of the Russian Federation in reforming their apartment house management systems.

The Conference shall also include three panel discussions:

- “State and private sector partnership in order to protect the interests of housing relations participants”,
- “Planning, financing and pricing in the housing market”,
- “Major repairs of housing stock”.

The panel discussion entitled “State and private sector in order to protect the interests of housing relations participants” is going to include the introduction of a Federal Law draft developed by the Ministry of Regional Development of the Russian Federation, jointly with NP “SOUN”, aimed at the introduction of self-regulation in apartment house management.

The participants of the Conference will include heads and experts of federal ministries and departments, deputies of the State Duma and members of the Federal Council of the Federal Parliament of the Russian Federation, heads of RF constituent entities and of local government bodies, representatives of currently operating managing organizations, associations, and non-governmental organizations.

At the end of the Conference interested participants will have the opportunity to join an excursion over the Federation Complex.
