OREANDA-NEWS. October 18, 2007. At Sredneuralskaya GRES affiliate of JSC OGK-5 a working conference was held devoted to implementation of the CCGT–410 MW construction project.

The meeting was attended by the First Deputy Chairman of Sverdlovsk Regional Government, the Minister of Industry, Energy and Science of Sverdlovsk region Vladimir Molchanov, Director for Strategic Development at JSC OGK-5 Nikolay Morilov as well as representatives of the Urals affiliates of the Federal Network Company and the Central Dispatch Administration. The Sredneuralskaya GRES expansion project is one of the most strategically important for the development of the Urals energy system. The project has become an integral part of Agreements between the Government of the Sverdlovsk region, RAO UES of Russia and JSC OGK-5. It was included into the complex program for renovation of the region’s energy system up to 2015 called Uralsky GOELRO. The commissioning of the new CCGT is planned for 2010.

In course oа the meeting, the participants familiarized themselves in detail with the activities performed by JSC OGK-5 for the purposes of project implementation. Within the frames of this project, JSC OGK-5 has already signed contracts for main equipment delivery. Manufacturer and supplier of gas turbine MS 9001 FB is General Electric, the steam turbine supplier is Skoda, and the heat recovery boiler supplier is Nooter/Eriksen. Besides, JSC OGK-5 Board Meeting approved the General Contractor Agreement based upon the ЕРС model for implementation of this project together with IBERDROLA INGENIERIA Y CONSTRUCCION, S.A.U. The total price of the Agreement shall be approximately 430 billion US dollars, including the cost of the main equipment. Today, active preparation of the construction site is under way. At this juncture, the town-planning solution plan of the land area and the permit for design and exploration works were obtained as well as the Sanitary and Epidemiological Station approval issued upon the results of the construction site analysis.

In addition, the meeting attendees discussed potentially problematic issued and the further schedule of the stage-by-stage implementation of a large investment project.

Upon the end of the meeting, the Director for strategic development of OGK-5 Nikolay Morilov noted that JSC OGK-5 managed to successfully implement the planned stages of the preparation period, execute contracts with major international companies and fully provide for the financing of the first stages. “All these activities alongside with the active support of the Sverdlovsk Regional Government allows us to be sure the commissioning will be performed in time”.

The First Deputy Head of the Sverdlovsk Regional Government, the Minister а Industry, Energy and Science of the Sverdlovsk Vladimir Molchanov noted: “Experience shows that the state of the power industry influences directly the energy security of the state, economic growth quality and social and economic stability of the society. We rely on the activeness of our powermen and appreciate OGK-5’s understanding of the importance of the power system development for the future of the Urals. The new power unit of 410 MW capacity at Sredneuralskaya GRES will provide for continued supply of thermal and electric power to Ekaterinburg, Verkhnyaya Pychma and Sredneuralsk.”
