OREANDA-NEWS. On October 11, 2007 it was announced by Igor Solonikov, Deputy General Director of “IDGC of the Center”, PLC, Managing Director of “Yarenergo”, PLC at a press-conference, reported the press-centre of JSC “IDGC of the Center”.

Vyatcheslav Blatov, Deputy Governor of Yaroslavl region, and Aleksandr Korotkov, Director of the Petrol, Energy and Tariff Regulation Department of Yaroslavl region also participated in the conference. The speakers informed the journalists on cooperation of the parties in the process of developing the electric power system in Yaroslavl region and on providing a reliable electric power supply to the consumers. 

One of the most important parts of the Agreement is the Investment Plan into  Top-Priority Activities Aimed at Strengthening the ”Yarenergo”, PLC Electric Grids (included into “IDGC of the Center”, PLC) by 2011 and the Program of the Top-Priority Activities on Construction and Reconstruction of the “FGC UESR”, PLC Units in Yaroslavl region in  2007-2011, stipulating investments of ”Yarenergo”, PLC  and “FGC UESR”, PLC into the development of the electric grid industry of Yaroslavl region. The total sum of the investments shall amount to 4,16 billion rubles, including 2.48 billion into strengthening the”Yarenergo”, PLC electric grids and 1,68 billion into the activities aimed at preventing deficiency of capacity in the “FGC UESR”, PLC units.

“The present deficiency of capacity in the city reaches about 33,2 MW”, states Igor Solonikov, Managing Director of “Yarenergo”, PLC, “Covering this deficiency in the coming three years and creating a reserve later considering the increasing power consumption is the objective of implementing the Agreement”.

Thus, according to the Plan of Investments into Top-Priority Activities Aimed at Strengthening the”Yarenergo”, PLC Electric Grids, which was launched earlier this year, it is scheduled to construct and put into operation by 2011 28,8 km of 0,4-10 kV electric lines, 74 km of 35-110kV electric lines and 8 substations, which shall increase the capacity of the Yaroslavl power units by 377,04 MVA. On top of, it is planned to reconstruct 157,35 km of air electric lines of all voltage classes, upgrade the existing substations including installing high-capacity transformers, gas-insulated switchers, tele-mechanical devices with cross-linked polyethylene cables, self-bearing insulated wires, etc. 

The Agreement also stipulates the integration of the”Yarenergo”, PLC power grid complex and electric lines belonging to the companies of the municipal power industry of Yaroslavl region. This is necessary for creating a unified grid centre, providing a reliable electric power supply to the consumers, reducing specific grid maintenance costs and creating prerequisites for reducing the tariff for electric power transportation by means of grid integration and distribution of the existing ”Yarenergo”, PLC infrastructure to the municipal electric power grids, reducing electric power losses by applying new approaches in the electric power accounting system and optimization of the schemes of electric power supply.

The Agreement is aimed at simplifying the procedure and reducing the time for connecting the consumers to the electric grids in Yaroslavl region. 

According to the Agreement the Administration shall render assistance to the power companies, engaged in the construction and reconstruction of power units and participate in drawing up a plan of prospective development for electric grids in Yaroslavl region by 2015, organized by “IDGC of the Center”, PLC (“Yarenergo”, PLC).

“IDGC of the Center”, PLC in its turn, shall provide the financing for the Plan of Investments into “Yarenergo”, PLC and the purposed use of all tariff proceeds.
