OREANDA-NEWS. On October 11, 2007 the Head of the Department for State Procurement Control of the Federal Antimonopoly Service (FAS Russia), Mikhail Evrayev took part in the workshop on enforcement of the Federal Law "On Amendments to the Federal Law "On State and Municipal Procurement of Goods, Works and Services" and some legislative acts of the Russian Federation, reported the press-centre of FAS Russia.

The seminar took place on 10-11 October on Yamalo-Nenetsky Autonomous Okrug.

The workshop was attended by representatives of the Central Office of FAS Russia, administration of Yamalo-Nenetsky Autonomous Okrug, and businessmen.

According to Mikhail Evrayev, "such seminars are useful not only for the ordering parties and bidders, but also for members of the antimonopoly authorities: tit enables the former to comprehend the novelties, and the latter - better understand the local situation and take measures to resolve the problems related to the enforcement of the state procurement legislation".

Amendments to the Federal Law "On Procurement…" were also discussed at the workshop organized by the Ministry of Economic Development and Trade jointly with FAS Russia.

The Federal Law "On Amendments…", providing for over 150 amendments, came into force on 1st October 2007.

The amendments set preliminary requirements to the bidders in procurement of works on construction, reconstruction, capital maintenance of the objects of capital construction through auctions, and introducing a single Internet-portal for placing information on procurement for the federal and municipal needs and the needs of the subjects of the Russian Federation.

Furthermore, the law allows for selecting several winners in the tenders for educational services, services of sanatorium-resort therapy and rehabilitation as well as buying technical means for rehabilitation of the disabled, and gives additional authority to the controlling bodies of the subjects of the Russian Federation

The amendments considerably expand the list of violations of the state procurement legislation liable with administrative chargers. Maximum fine for a single violation committed by physical persons will be 50 000 Rubles, for legal persons - 500 000 Rubles.
