SibCOTES’ Specialists Implement Several Projects for Development
OREANDA-NEWS. September 19, 2007. Due to the initiated program for commissioning of new capacities in the Russian Federation, design engineering companies develop a large number of preliminary technical-economical assessments for the construction of power facilities.
Specialists from SibCOTES (member of E4 Group) are at the final stage of the development of preliminary technical-economical assessment for the construction of Omskaya CHP-6 plant. Currently 16 options for further construction are submitted to the Customer (TGC-11). They include the use of different coal-fired boiler configurations (tower-type, semi-tower type with a circular furnace, double-pass boilers), innovative technology, burning in a circulating fluidized bed with two types of coal. According to the results of the meeting 4 options were chosen providing for the installation of three supercritical power units. Coal-fired boilers (tower-type or semi-tower type with a circular furnace), turbines T-270/315-240 (made by Ural Turbine Plant) or ТК-330-240 (made by Power Machines) are being considered for the power units. Kuznetsky coal (grades G, D – gas, long-flame) is accepted as the main fuel, starting fuel – oil. Later, SibCOTES’ specialists will prepare a Business Plan, structured Terms of Reference for an open “turnkey” tender for the realization of the investment project.
A contract with TGC-9 for th edevelopment of Pre-FS for the reconstruction of Nizhneturinskaya power plant was signed on 28 August, 2007. The works will start on 10 September. It is planned to replace the existing equipment with the new power-generating boilers and steam turbines with steaming parameters of 130 at and 555оС (upstream the turbine). Future expansion of the power plant is planned with the supercritical coal power units.
A contract with the Far Eastern Generating Company for the development of investment proposals for the construction of a 120MW CHP plant in Sovetskaya Gavan city (Khabarovsy region) and the development of energy industry in the south of Primorsky Kray with the construction of a 600MW TPP was also signed. The works at CHP in Sovetskaya Gavan city are supposed to be implemented within two months. Elaboration of the strategy for energy industry development in Primorsky Kray will take six months. In the nearest future SibCOTES’ experts will go to the Far East to obtain more detailed initial data required to start the work.
