Irkutsk Governor to Vote against Unauthorized In-Pipe Cutting
OREANDA-NEWS. July 26, 2007. Speaking at anti-terrorist commission meeting, the governor of Murmansk region Aleksandr Tishanin urged law machinery to regulate activity on suppressing of unauthorized in-pipe cuttings along 730,4-km-pipeline system of Transneft. The safety of the facility is guaranteed by group of security service. More that 55 crime cases are opened. There were liquidated 5 mini factories for illegal processing of oil in Angarsk, Usolie-Sibirskoe and Tulun. Despite of this fact, oil theft through in-pipe cutting has negative dynamic. According to Roman Konorev, deputy head of security group for protection of Irkutsk oil pipeline administration facilities, over 2004 were registered more 28 such crimes, in 2005-115, in 2006-136 and over the first half of 2007 –53 cases. Thus, negative profit over 3 years totaled 13 million Rubles.
“ Principal reason of the situation existed, is lack of cooperation between all structures of law machinery. Once each subdivision organized its activity in places where illegal products are realizing then the situation would change. Each subdivision should prepare the appropriate order on stopping of licensing and checking of licenses already drawn. Only full complex of these measures could change the situation”- Tishanin emphasized.
