OREANDA-NEWS. June 21, 2007. Audit consulting group “Business Systems Development” (Moscow, Russia) is development the concept to transfer the property of Kharkovskiye Tepoloviye Seti, KO (Kharkov, Ukraine) into concession. The project is implemented in compliance with the program of Reformation and development of housing and public utilities for 2002-2005 and up to 2010, ratifies by the Resolution of the Cabinet of Ministers of Ukraine as of February 14, 2002, reported the press-centre of RBS.

The purpose of the project is to determine possible ways of cooperation between a private investor (a concessionary) and local authorities, municipal enterprises, rendering public utilities services in heating, through concession agreements.

Development of the Project’s concept will include:

assessment of the efficient project implementation;

formation of the action plan to increase the efficiency of facilities, planned to be transferred into concession;

development of a model to implement the concession agreement taking into account investments;

identification and analysis of the Project’s risks.

According to the project’s participants, attraction of independent RBS to the work under the project will allow significantly increasing the involvement of the international private investors.
