ZAO “Tomskaya Neft” has been developing Verkhne-Salatskoye and Yuzhno-Myljinskoye oilfields since May 2002 in conformity with license TOM 11175 НЭ for the right to use subsurface mineral resources of Yuzyno-Myljinski oil- and gas-bearing area. The license is valid until November 10, 2019.

The licensed area is 70 kilometers far from Luginetskoye oilfield of OAO “Tomskneft” VNK-  the nearest infrastructure of oil production ( power, oil transport etc.) There are no roads and the periods of navigation are very short: 20 – 40 days in summer and 3 -3.5 months in winter. In spite of that it was already in 2002 that the project of development of the area was worked out, subcontractors chosen, materials and equipment bought and delivered. During 2003 with tight schedule there was built a shift camp  with autonomous power station, intra-field lines, roads, three exploration wells were rehabilitated and 14 operation wells were drilled, a  pumping pipeline to Luginetskoye oilfield and a commercial metering station and a number of other objects were put into operation. It permitted to put into test production Verkhne-Salatskoye (July 2003) and Yuzhno-Myljinskoye (February 2004) oilfields  after the shortest possible time from the date of licensing (a year and 2 months).

At the Yuzhno-Myljinskoye oilfield in 2004 -2005 the oilmen rehabilitated two exploration wells, carried out appraisal and exploration well drilling, vertical profile shooting, sampling of potentially productive formations pf Cretaceous deposits in three operation wells. As the result of these works four new objects for development were marked – formations Б9, Б10, Б11 and Б13.

In 2004-2005 at the licensed area there were undertaken detailed seismic works, prospect drilling at Zmeinaya structure, which was recommended for prospecting as potentially oil- and-gas-bearing ones, testing of all collectors was performed.  

On the basis of the results of production testing there was performed the hydrocarbons reserve estimate for Verkhne-Salatskoye and Yuzhno-Myljunskoye oilfields.

In the course of  development ZAO “Tomskaya Neft” faced a number of problems which seemed to have no solutions, including high paraffin content  - up to 26 % (at that the temperature of oil chill point  is about 19o C). This was the reason why the problem of oil transportation by the pipeline was acute from the very beginning of development.  In a short period of time it was decided to use flexoil – a special reagent which lowers considerably the chill point temperature. But it is an expensive product and face value of produced oil in case of using it grows considerably. Besides in production wells paraffin is deposited on the walls of oil-well tubing and it results in borehole bridging. To fight paraffin deposits ZAO “Tomskaya Neft” uses various methods:  mechanical (rotary scratches, and scratchalizers) , chemical (organic and non-organic solvents), thermal (hot oil washing of heating cables and thermo-chemical cartridges).

High gas content (up  top 400 cbm/ton) affects ESP functioning negatively. Special installations which function stably in the conditions of high gas content in oil   were worked out by ZAO “Novomet Perm”  purposely for the conditions at Verkhne-Salatskoye and Yuzhno-Myljunskoye oilfields.

All the wells of ZAO “Tomskaya Neft” are equipped with the newest telemetric systems which provide control over development of the oilfields, subterranean  telemechanics is applied too.

Yuzhno-Myljinsky group of oilfields is the first in the region to use its own gas piston type power station, produced by “Ge jenbacher” (Austria), burning casinghead gas. GPPS consists of three modules, 0.880 MWt electrical capacity and 1.3 MWt thermal capacity each. Electric power supply to the oil production objects is effected through a 6.3 kV switchgear produced by “Siemens”.

Heat supply to the CPF, shift camp, field support base is effected by way of utilization the heat from the waste gas and coolant jacket of the GPPS.

Coefficient of efficiency of the GPPS is about 80% at the account of heat utilization.

In 2006 production of electrical energy amounted to 8 162.0 thousand kWh and thermal energy – 5207.0 Gcal. 2636.0 thousand cbm of casinghead gas was utilized.

Much attention is paid to ecology. During the whole period of operation no pipeline leakages or oil spillages have occurred at the oilfields. The pipelines between the pads are made of anti-corrosion flexible polymer-and-metal pipes.

A municipal solid waste landfill meeting all the technical and sanitary requirements has been functioning at Verkhne-Salatskoye oilfield since 2006. The enterprise is constructing KOM by its own efforts and it is planned to put it into operation in 2008. Co-operation with local authorities is very important: the company rigorously performs its obligations to the Northern regions,  makes investments into implementations of the most important social projects.

ZAO “Tomskaya Neft” annually enters into agreements on social and economic cooperation with administrative bodies of Karagasok and Parabel districts, where oil-extracting enterprises and the oil custody transfer are situated.  The residents of the regions have advantages in case of employment.

ZAO “Tomskaya Neft” pays much attention to social matters. The camp at Verkhne-Salatskoye features a comfortable hostel, a canteen, a fist aid room, a bakery, a laundry. The workers undergo regular medical prophylactic inspections. Medical institutions render their services to the workers of the oilfields on contractual basis. A major part of the workers annually visit sanatoriums of the Altai, Tomsk Region, at the Black Sea resorts. In 2006 the social costs amounted to 6345 thousand rubles while the number of people equaled 217. This sum included 2477 thousand rubles for medical insurance means, and it means sanatorium and resort vouchers, hospital and ambulatory treatment   and other medical services. The employees of the company received 69 sanatorium vouchers. In the first half of 2007 social costs have already reached 5591 thousand rubles, including 2735 thousand for medical insurance, while the number of people amounts to 223. 59 sanatorium vouchers are bought.
