Forum on the Government-Industry Interaction in the Sphere of Export Control Held in Bishkek
OREANDA-NEWS. May 24, 2007. The IBC participated in the work of the international forum on interaction between the government and industry in the sphere of export control, which took place on May 17-18 in Bishkek. The forum devoted to the role of industrial firms and exporters in controlling export of goods and dual-purpose technologies was organized by Kyrgyz Ministry of Economic Development and Trade, Export Control Sector, and Bishkek Center for Export Control, together with the U.S. Department of Commerce, reported the press-centre of IBC.
Among the participants were government officials in charge of export control, heads of enterprises, and industrialists. They touched upon Kyrgyzstan’s export control system and other related issues including legislation and licensing procedures. Foreign specialists voiced their view on the role of industry in the process of export control and presented an internal control program designed for export orders.
It is necessary to promote cooperation between the government and industry by providing specialists with information on how to deal with the export control legislation, how to apply for an export license, and how to classify goods in line with the law.
The industry’s involvement is particularly important for raising effectiveness of export control at all stages. It seems vital to introduce proper instructions and administrative procedures especially now that Kyrgyzstan is striving to establish a transparent export control system.
The participants exchanged opinions on how – in the context of market economy – private companies observe the export control laws, rules and provisions, and how they educate their staff in this field. Based on the discussion results, respective training materials have been prepared and handed out to everyone.
The organizers of the forum hope that it will help strengthen the public belief that the state and the trade should team up for joint export control activities.
