Yuri Vjacheslavovich Lebedev was born in 1963 in Ivanovsk region.

In 1985 he has finished Ivanovsk energy school with qualification “Industrial automation and electric power distribution”.

He extended his education by qualification “Management of energy companies in market system” having graduated from State Management University.

1985-1986 - engineer of protection relay and automatics at Izhevsk heat power plant-2.

1986-1988 - worked as assistant secretary, first secretary of Izhevsk industrial youth association managing committee.

1988-2003 - engineer, deputy director, director of local department for protection relay and automatics of South power networks of “Udmurtenergo” Public Company.

2003-May 2006 - chief operating manager of “Udmurtenergo” Public Company.

May 2006-May 2007 - director of Central power networks of “Udmurtenergo” Public Company.

Married, has two children.
