OREANDA-NEWS. On April 17, 2007 the Independent Institute of Social Policy has hosted the first working session of the group of experts from the RF Ministry of Healthcare, World Health Organization (WHO) and the insurance company ROSNO-MS, aimed to develop integral national health indicators, reported the press-centre of ROSNO. In different countries, WHO evaluates performance of national healthcare systems against the criteria designed to reflect progress in achievement of three fundamental objectives: improvement of the population’s health, equitable distribution of funding burden, responsiveness to public expectations on the issues not related to state of health.


The Russian Federation has experience in development and practical use of healthcare efficiency evaluation methods. Yet this evaluation has a narrower framework than that of the methods proposed by the WHO. "Engaging insurance companies to develop integral national health indicators is quite reasonable", comments Ms. Larissa Popovich, First Deputy General Manager and Managing Director of ROSNO-MS. "OMI insurers possess the unique insurance statistical data that indicate the public’s real need in medical assistance, and they can also evaluate performance of the healthcare system in sustaining life and health of our citizens. ROSNO-MS experts have many times been engaged by various scientific bodies and public organizations to help solve the issues facing the RF healthcare system".


After the results of the expert group’s work are submitted, a workgroup will be organized, comprising senior officers from the federal administration, regional healthcare authorities, and medical institutions. The indicators system is expected to be completed by the end-2007. Practical policies recommended by the workgroup will be submitted to the Ministry of Healthcare and Social Development, in order for the latter to examine possibility of their official approval.
