Rosoboronexport Presents National Centre for Codification of Military Export Products
OREANDA-NEWS. April 11, 2007. The Federal Agency For Technical Regulation And Metrology as initiator, the Russian Defence Ministry, coupled with the Rosoboronexport state corporation, host the 9th international scientific and technical conference, designated as CURRENT IMPORTANCE ISSUES FOR ITEMS CODIFICATION AND IMPLEMENTATION OF THEM, in the town of Korolyov, Moscow Region on 12-13 April 2007, reported the press-centre of Rosoboronexport.
A block of issues to be discussed covers estimation of state of development and implementation of regulatory and administrative provision for export military products codification and integrated logistic support, along as search for active evolution of the stated fundamental processes in the field of arms trade.
Under international standards in the realm of CALS-technology used heavily in the arms trade, codification is the information foundation of the whole set of efforts to support the life cycle of materiel exported.
Codification enables foreign customers to get answers to key issues of supporting the operation of delivered materiel.
The item’s internationally recognized stock number given in the course of codification of items of supply (IoS) is a convenient means of end-to-end control of the processes relevant to military exports.
A reasonable solution to the current problems of export materiel after-sales support and codification of export materiel is feasible based on efficient cooperation of all those involved in military-technical cooperation with coordination by the diversified arms trade actor – the Rosoboronexport state corporation.
To ensure integrated logistic support elements development and introduction compliant with relevant international standards for the sake of export materiel the efforts of Rosoboronexport are aimed at the following tasks:
- analysis of international information product support (IPS) standards in use on the global arms market and devising recommendations for their use by players on the market, taking into account specific requirements of particular foreign customer;
- devising method recommendations for arms exporters to coherently meet customers’ requirements and introduce IPS technologies for exported materiel as applied to specific foreign customer and taking into consideration the readiness of Russian manufacturers;
- taking measures in cooperation with the Defence Ministry, the Federal Agency For Technical Regulation And Metrology and the Federal Agency For Industry to improve the standards governing export materiel’s integrated logistic support. In particular, one of the measures is formation and actualization of the list of domestic and international standards recommended to those involved in arms trade for use in developing export materiel’s integrated logistic support elements;
- devising and implementation of proposals for establishing the common information environment for exported materiel’s integrated logistic support through the use of codification as the common technical language.
In order to solve directly the tasks given the Rosoboronexport state corporation is in process of establishing the NATIONAL CENTRE FOR CODIFICATION OF MILITARY EXPORT PRODUCTS (NCFCOMEP). A range of documents and regulations to run the NCFCOMEP was worked out. Rosoboronexport has signed joint resolutions with the Russian Defence Ministry’s Office of the Chief of Armament, the Russian Defence Ministry's codification centre (46th central research institute), the Federal Agency For Technical Regulation And Metrology and the Federal Cataloguing Centre on codification data exchange and vesting the right to issue federal stock numbers and other codification codes for export materiel. Training of personnel was finished and a pool of relevant domestic and international standards was formed among other things.
NCFCOMEP’s basic tasks being pursued in cooperation with the Russian Defence Ministry’s codification centre and Federal Cataloguing Centre are as follows:
- export military materiel IoS codification;
- coordination of export military materiel codification for the sake of all those involved in military-technical cooperation;
- devising common set of methods in support of export materiel codification efforts though the use of software certificated as compliant with the international codification system;
- establishing and actualization of the common information resource – the Joint Export Materiel Catalogue – as part and parcel of the Federal Product Catalogue;
- establishing and provisioning of effective cooperation with foreign customer’s national codification bureaux.
