Attending the organizational meeting were the heads of state and private companies, including the head of Desnogorsk administration Mikhail Khobotov, the director of Smolensk NPP Andrey Petrov, the deputy of Smolensk Duma Mikhail Losenko, reported the press-centre of  Smolensk NPP. In Feb 2007 Losenko appeared in the press of Desnogorsk with an initiative of founding an NGO of the heads of local companies. "Our Desnogorsk should be bright, comfortable, prosperous and beautiful town", Losenko said. The heads of Desnogorsk pointed out the importance of the NGO. They unanimously elected the director of Smolensk NPP Andrey Petrov as director of the NGO.
