Moody's rates Vostochny Express Bank B3/NP/E+ (Russia) Moscow, February 20, 2007 -- Moody's Investors Service has assigned B3/Not Prime long-term and short-term deposit ratings and an E+ financial strength rating to the Russian institution Vostochny Express Bank ("VE"). All ratings carry stable outlooks.

According to Interfax, at 30 September 2006 Vostochny Express Bank ranked as the 161st largest bank in Russia in terms of total assets as calculated under local regulatory rules.
