OREANDA-NEWS. Moody's Interfax Rating Agency has assigned a national scale rating ("NSR") of Aa2.ru to the Oblast of Rostov. Moscow-based Moody's Interfax is majority-owned by Moody's Investors Service, a leading global rating agency.
 
The rating reflects the application of Moody's Joint-default Analysis (JDA) methodology for regional and local governments (RLGs).

Moody's Interfax notes that the Oblast has maintained positive budget operating balances in spite of ongoing changes in the institutional framework related to changes in taxation, tax-sharing arrangements with the Russian Federation and the redistribution of responsibilities.
