In this regard, she received the right to duty-free import of auto components. Participation in industrial assembly removes for Chinese defensive barriers in the Russian market, which were de facto introduced against the second-hand cars and powerful car industry of China. Experts fear that the relaxation of the customs regime for the Chinese will create difficulties for the Russian car industry, writes the Izvestiya newspaper.

According to the Ministry of Economic Development, the Circassian car assembly plant took advantage of the so-called "sleeping agreement" on industrial assembly. It was concluded already in 2005 with LLC "Himex". However, the former owner of Himex did not dare to organize the assembly plant and eventually it sold the company to Derways. "LLC "Himex" transferred all rights and obligations under its agreement LLC AK"Derways". “Thus, the Circassian company has become a full-fledged participant in the industrial assembly”, - noted the press service of the Ministry of Economic Development. – “The most important obligation under the agreement is a phased reduction of the list of foreign components imported for industrial assembly. In the performance of all obligations, the company is able to import components for industrial assembly at preferential customs rates. "

The ministry was informed that the agreement, which was used by Derways was concluded within the first stage of industrial assembly. It means that the company is obliged to increase the production capacity up to 25 thousand cars per year. The share of domestic components should reach 30%. The Ministry of Economic Development separately stressed that "Derways" now has the right to participate in government programs to stimulate demand on general grounds. However, representatives of Chinese manufacturers prefer not to comment on the issue of preferential programs for them, calling it painful. In one of the auto companies of the PRC, under confidentiality, it was reported that Derways sent a request to the government for subsidies for only three models, while it produces about ten.

According to the evaluation of the analytic agency "AUTOSTAT", by the results of September of 2017, the sales of new passenger cars of Chinese brands reached 2.7 thousand units - more by 4% than a year ago. Thus, they demonstrate the growth of sales in Russia for the fifth month in a row. As the experts of the agency "AUTOSTAT" noted, despite the continuing growth in the last few months, the sales of new Chinese cars in January-September shows a drop. So, during this time 21.6 thousand such cars were sold in our country, which is less by 6% than for 9 months of 2016.
