OREANDA-NEWS. August 19, 2010.  The national budgetary group, created by the Economic Research Center of Azerbaijan (ERCA) within the framework of financed by the United States Agency for International Development (USAID),  notes growth of process of unproductive use of manpower resources in the country.

On August 19, CEO of the  center Gubad Ibadoglu said at a meeting,  last year the quantity of the citizens, involved in economic activity,  decreased from 1,410 to 1,376 persons, despite expansion of number of economically active population. Also, process of reduction  of wage level was observed.

In order to increase social justice of the state budget, the group recommends to start to form the budget in compliance with  PPB principle (Planning-Programming-Budgeting), to use advanced econometric methodologies and so on.
