OREANDA-NEWS. May 07, 2009. In Ukraine there are over 600 thousand families receiving pecuniary aid for a child of up to 3 years old in the amount of up to UAH 501. Deputy Minister of Labour and Social Policy Olena Haryacha announced to a media conference.

According to her, beneficiaries of such aid are 1.2 mn persons in average. Olena Haryacha stressed the other 600 thousands receive minimal guaranteed by the state sum in UAH 130. She emphasized the mentioned sum is paid only to those who submit child’s birth certificate. “If a mother or father views as necessary to obtain only the mentioned sum, they submit only this document,” the Deputy Minister underlined and added for the indigent families the sum of such assistance for childcare is calculated on individual basis and can amount in the range of UAH 130-501.

“130 UAH is such a guarantee which is the minimal pecuniary rate. Every family that necessitates an additional aid can produce an income statement to the social protection institutions and receive increased assistance,” Olena Haryacha explained.

Besides, she stressed this year the amount of pecuniary aid for a child of up to 3 years old has been upped from 50% to 75% of subsistence wage, with the plans of the Government to increase this sum to 100% of subsistence wage the following year. “If on the results of implementation of the budget in the first half-year we see our revenues enable stirring up this decision, we will be able to move the term from 2010 to 2009,” the official informed. According to her, in whole for financing of pecuniary aid for children and families with children the sum of 12.9 (by 23% more against last year) is planned to use this year. She clarified financing of such payments is conducted from the state budget, so it doesn’t depend on the financial state of enterprise which employed the mother. “I want to assure everyone all the social payments to the families with children will be improved and financed in time. This is a priority task for the Government,” Olena Haryacha accentuated.

She also reminded except childcare aid for a child of up to 3 years old, non-permanent assistance for child bearing (first child – UAH 12 240, second – 25 000, third – 50 000) will be paid separately. This sum is paid gradually: just after delivering a child and in the aftermath with equal shares during a year (for the first child), two years (for the second) or three years (for the third). Olena Haryacha summed up in such a way the state spares no effort to ensure the state support for young mothers staying on maternity leave with a child of up to 3 years old.
