OREANDA-NEWS  On 20 February the Ukrainian Minister of Education and Science Ivan Vakarchuk announced to a Cabinet of Ministers’ sitting that for now financing of educational establishments with respect to scholarship payments have been completed and violations in terms of non-purposeful use of funds are not observed.

“All the payments have been covered, all higher educational institutions have obtained funds, scholarships to the students have been paid,” the Minister assured and supposed the delays in payments are possible in educational institutions co-working with the Nadra and the Kyiv banks. Though, according to him, “the situation with those institutions is under control”.

As Ivan Vakarchuk explained, on the results of checks of the Education Ministry higher education institutions carry out payments to the students with respect to the average score of 4.0. At the same time, he stressed on the results of examination of heads of institutions, where the facts of violations with regards to non-purposeful use of funds intended for payment of scholarships or raise of the average score had been fixed, will bear personal responsibility.

The Minister also informed that the profile department is conducting analysis of the state of scholarship payments on every faculty of the educational establishments with an aim to determine objectiveness in the process of evaluation of the students’ knowledge: “We just wish to analyze the state of payments, to compare humanitarian faculties with natural historical, technical ones and to draw certain conclusions, for instance, if there is a group of students and each has top marks, it means this subject does not provide with sufficient amount of information or there exist other reasons, as according to the law of large numbers: There can not be 100 percent of top students”.
