OREANDA-NEWS  On 19 February was announced, that the Government will take complete control over the purpose use of the State Budget funds meant for the payment of scholarships and salaries of teachers’ staff. This was informed by acting Finance Minister Ihor Umanskyi at a briefing today. 

Ihor Umanskyi noted that there are cases, when the educational institutions and research establishments misuse the funds meant to pay off salaries and scholarships. 

“The Government has approved this decision and will finance all commitments by 100% later on but at the same time will also control that these outlays were targeted in those directions which were envisaged and in which they should be fulfilled,” the acting Finance Minister stressed.

According to him, the January social payments are completely fulfilled. Last week the February appropriations were transferred by the Finance Ministry in full to all budget institution heads to hold social payments.

“The Government has no unpaid or unfulfilled commitments, neither to budget institution heads who command the funds nor to recipients of these funds,” Ihor Umanskyi stressed.

According to the acting Finance Minister, the Government has no debts to the local budgets, “In January, the subvention leveling was fulfilled in full and the February planned financing is under way”.

“At present, there are no grounds to claim that commitments are failed to be met or the relevant funds and appropriations lack for these commitments. I have to deny them,” Ihor Umanskyi emphasized.
