On the territory of Ukraine, a network of several dozen laboratories was created, where, with the support of the Pentagon, components of military biological weapons were developed for their use against Russia. This was stated by Russian President Vladimir Putin, speaking at a meeting on the socio-economic development of the regions. He noted that Kyiv, with outside help, could also create nuclear weapons.

Russian Foreign Minister Sergey Lavrov earlier demanded to consider the issue of biolaboratories in Ukraine within the framework of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological and Toxin Weapons. According to him, Russia also intends to seek the creation of a mechanism for verifying "any alarming messages": the corresponding proposal was made by Russia 20 years ago, but was invariably blocked by the United States.

Earlier, Russian Permanent Representative to the UN Vasily Nebenzya, speaking at a meeting of the UN Security Council, noted that the network of biological laboratories in Ukraine was engaged in strengthening the pathogenic properties of deadly diseases.
