OREANDA-NEWS. Secretary of State Appoints 3 New Members of Advisory Council on National Records and Archives

Helen Forde

Helen is an historian and a trained archivist; she worked at the Nottingham City Archives and the Library of the Society of Friends before moving to The National Archives in 1979 where, as an Assistant Keeper, she was variously in charge of the library and museum and finally Preservation Services. While heading the preservation initiatives at The National Archives she worked in partnership with other major national and international organisations to promote collection care and its research. She was chairman and subsequently president of the Society of Archivists (now Archives and Records Association), and chairman of the Preservation Committee of the International Council on Archives 1992 – 2000.

Since she retired in 2001 she has worked with the Heritage Lottery Fund as chairman of the Museum, Library and Archive Expert Panel (2001 -2005), as chairman of the East Midlands region of the Museums, Libraries and Archives Council and as a board member of the MLA until 2011, chairing the Designation Panel (2004 -2012). She served as Chairman of the Trustees of The Postal Museum (2011 – 2015) and vice-president of the Society of Antiquaries of London (2013 -2015) and is currently a member of the committee (and ex chairman) of Banbury Historical Society, a board member of the Banbury Museum Trust, a member of the Council of the Friends of the Bodleian and a trustee of the Marc Fitch Fund. She is an honorary research fellow at University College London, where she taught on the postgraduate archives course (1989 – 2007). She has written extensively on historical and preservation matters, including the widely used textbook Preserving Archives (Facet, 2nd edition 2013).

The Board of the Advisory Council on National Records and Archives is appointed by the Secretary of State, and the appointments process follows the OCPA Code of Practice. Trustees are unpaid.

All public appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for defined political activity in the last five years to be made public. Helen has declared no such political activity.

Angela Kelly

Angela qualified as a solicitor in 1997 and has practised in both the private and public sector.

She has a particular interest in information law developed during her employment by the Information Commissioner’s Office where she investigated complaints under the Freedom of Information Act 2000, the Environmental Information Regulations 2004 and the Data Protection Act 1998. Angela has acted as legal adviser to the Northern Ireland Authority for Utility Regulation. She is a legal adviser to the Northern Ireland Assembly. In her role as Examiner of Statutory Rules at the Northern Ireland Assembly she assists the Assembly and the appropriate Committees in the technical scrutiny of statutory rules and draft statutory rules which are subject to procedures before the Assembly. Jeannette Strickland

Jeannette is an independent archive and records consultant. A qualified archivist and records manager, she has worked in local government and for a major charity and for 20 years was Head of Art, Archives & Records Management for Unilever PLC. She took Unilever Archives & Records Management successfully through submissions for Designation of Unilever’s collections and The National Archives’ Accreditation process; implemented a digital preservation programme; and was responsible for writing the company’s record retention policy and global retention schedule. She has written several papers and chapters for academic works, spoken at a number of conferences and organised the International Council on Archives’ Section for Business Archives conference in 2014. Active throughout her career in both the Archives & Records Association (ARA) and the Business Archives Council, her current professional activities include membership of ARA’s Qualifications Accreditation Panel and acting as a Mentor on the ARA Registration Scheme. She is also studying for a PhD in History at the University of Liverpool.
