Ministry of Communications Has Listed Sufficient Threats to Isolate the Runet

OREANDA-NEWS. The Ministry of Communications and Mass Media of Russia has prepared a draft government decree, which lists cases when the Russian segment of the Internet can go offline. In total, the project provides three types of threats. The first is “the threat to the integrity of networks” (connection cannot be established, users cannot transfer information to each other). The second is “the threat to the stability of networks” (some technical equipment does not work, or natural or man-made disasters occur). Third: “the threat to the security of networks” (when attempts of external unauthorized access occur, attempts to break into the equipment of providers).
In the event of any of these situations, “in the event of a high probability of a threat or a high level of danger,” Roskomnadzor will assume control of the Runet. In case of “urgent response” - without notifying providers. President Vladimir Putin signed the law on sovereign RuNet on May 1, it will come into force on November 1, 2019. On April 16, the State Duma approved the document in the final reading, and on April 22 - the Council of Federation. In addition, it is planned to create a national domain name system for obtaining and storing information on network addresses. Coordination of activities on the formation of domain names will be carried out by NGOs, one of the founders of which will be the Russian Federation. Opponents of the law believe that the authorities are trying to recreate the “iron curtain” and warn of the dangerous consequences of a new attempt to isolate Russia.
