The State Duma Introduced a Bill on Ensuring a Sustainable Runet
OREANDA-NEWS. As stated in the database of the lower house of parliament, the head of the Duma committee on information policy, Alexander Khinshtein, and the first deputy chairman of the committee, Sergei Boyarsky, submitted to the State Duma a bill on fines of up to 1 million rubles for violations of the requirements for ensuring sustainable Runet.
The explanatory note to the introduced document states that in order to prevent violations of the requirements for ensuring stable, safe and integral functioning of the Internet information and telecommunication network and public communication network on the territory of the Russian Federation, a draft federal law "On Amendments to the Code of the Russian Federation on Administrative offenses ".
The amount of fines may vary depending on the composition of the administrative offense. For legal entities, they can range from 20 thousand to 700 thousand rubles, in some cases, liability is also established in the form of administrative suspension of activities.
For repeated committing of an administrative offense, administrative responsibility is imposed. In this case, the amount of fines for legal entities ranges from 60 thousand rubles to 1 million rubles.
The law also provides for the creation of a public communications network monitoring and control center under Roskomnadzor. And last May, the President of the Russian Federation signed a law guaranteeing the protection of the stable operation of the Internet in the event of a threat to its functioning from abroad. Thus, the law provides for the installation of state-purchased technical means of control over compliance with legislation on restricting access to illegal information on the networks of telecom operators.
