The State Duma banned samovygul dogs and cats in Russia

OREANDA-NEWS The State Duma in the second and third readings adopted the law on neglected animals, according to which it is prohibited to self-drive pets. This follows from the website of the Legislative activity Support System (SOD).
Amendments are being made to Article 13 of the Federal Law "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation", which fixes the requirements for keeping pets. It said that their free and uncontrolled movement on the roadway, in elevators and courtyards of apartment buildings, as well as on playgrounds and sports grounds is prohibited.
In the version approved by the parliamentarians, the free and uncontrolled movement of pets is prohibited in all places, except those allowed by the local government for walking dogs and cats.
In addition, the document implies that the regions themselves have the right to choose measures for the treatment of stray animals and decide their fate. The authors of the initiative believe that the new law will help protect people from attacks by aggressive stray animals, while maintaining a humane attitude towards them.
Earlier, the Russian government offered the regions to protect the population from stray dogs on their own. The Cabinet of Ministers has approved a bill that will allow the authorities to regulate by their laws the right to euthanize stray animals.
