The State Duma approved the draft budget in the first reading

OREANDA-NEWS The deputies of the State Duma approved in the first reading the draft federal budget for 2025 and the planning period 2026-2027. This is reported by RIA Novosti.
According to the document, budget revenues are projected at the level of 40.296 trillion rubles in 2025, 41.84 trillion in 2026, 43.154 trillion in 2027. Expenditures should amount to 41.469 trillion, 44.022 trillion and 45.915 trillion rubles, and the deficit is 1.173 trillion, 2.181 trillion and 2.761 trillion, respectively.
The main sources of financing for the growing budget deficit will be domestic borrowing. At the moment, it is not planned to use the funds of the National Welfare Fund (NWF) to cover it.
At the beginning of 2026, the upper limit of the domestic national debt will be 29.386 trillion rubles, and the external debt will be 61.1 billion dollars. By the beginning of 2028, they will grow to 39.005 trillion rubles and 56.5 billion dollars.
Earlier, the head of the State Duma Committee on Economic Policy, Maxim Topilin, called the forecast of socio-economic development of the country for 2025-2027 realistic and expressed confidence that it allows to form a stable federal budget.
The main comments on the budget and amendments should be made by the second reading, which is considered the main one. After the third reading, the document will be submitted to the Federation Council, and from there it will be signed by the president.
