OREANDA-NEWS  The State Duma at the plenary session adopted in the second and third readings a law that obliges educational organizations to create special conditions for education for students with disabilities, disabled people (children with disabilities) and provide them with textbooks, didactic materials, special teaching aids, including technical assistants, translators of the Russian sign language.

The law also proposes to replace the term "mental retardation" with "intellectual disability". The accompanying documents note that "the term "mentally retarded" is incorrect from the point of view of pedagogy and psychology and deliberately limits the possibilities of children with such a diagnosis in successful socialization."

The draft law also proposes to create psychological, medical and pedagogical commissions on the basis of centers for psychological, pedagogical, medical and social assistance in order to timely identify children with special physical, mental development, behavioral abnormalities and conduct a comprehensive examination of them.

The document notes that it is proposed to clarify the grounds for organizing education at home or in a medical organization by students receiving general education who, for health reasons, cannot attend educational organizations. According to the law, you will only need a certificate of hospitalization and a statement from your parents.
