OREANDA-NEWS  The Ministry of Construction has prepared an order setting the standard for the cost per square meter of the total area of housing in Russia for the first half of 2025 in the amount of 107.6 thousand rubles - 1% lower than the standard for the second half of 2024.

"To determine the standard for the cost of one square meter of the total area of residential premises in the Russian Federation for the first half of 2025 in the amount of 107,611 (one hundred seven thousand six hundred eleven) rubles," says the document published on the federal portal of draft regulatory legal acts.

It indicates that the order also approves the indicators of the average market value per square meter of the total area of housing in the regions of the Russian Federation for the first quarter of 2025.

The highest rates are set for Chukotka (233.8 thousand rubles, the value has not changed by the fourth quarter of 2024), Yamalo-Nenets Autonomous Okrug (almost 182 thousand rubles, +1%), Primorsky Krai (175.1 thousand rubles, +2%), Moscow (174.2 thousand rubles, -2%), St. Petersburg (165.3 thousand rubles, the value has not changed).

The lowest values are introduced for Kabardino-Balkaria (45.6 thousand rubles, -26%) and Ingushetia (56.8 thousand rubles, practically unchanged).

The standard cost in the Luhansk and Donetsk People's Republics, as well as in the Zaporizhia and Kherson regions is 107.6 thousand rubles (-1%).

The standard of value and indicators of the average market value of housing are used by federal and regional authorities when calculating the amount of social payments to citizens provided for the purchase or construction of residential premises at the expense of the federal budget.
