OREANDA-NEWS The Ministry of Industry and Trade has expanded the list of goods for deliveries to Russia for parallel imports, Izvestia reports with reference to the order of the department. It included IKEA, as well as manufacturers of toys and children's goods Hasbro, Mattel, Logitech and Nintendo.
The new edition of the list includes manufacturers of clothing, cosmetics and perfumes, including Tommy Hilfiger, Kerastase, Yves Saint Laurent, Lancome, Giorgio Armani, brands of Shell Helix and Rimula motor oils, Zanussi and Wahl household appliances, as well as spare parts for agricultural and marine Caterpillar and Bauer Kompressoren technicians.
The Ministry of Industry and Trade reported that the changes are related both to the addition of the list of goods by departed brands, and to the exclusion of some brands that have resumed deliveries to Russia. The department said that "import promotion is aimed at those niches in which Russian manufacturers need more time to meet the needs of industrial enterprises and end consumers." This list of goods is now being registered with the Ministry of Justice, RBC was told in the Ministry of Industry and Trade.
The Ministry is going to update the approach to the formation of the list of goods. According to market participants interviewed by the publication, now the list looks like this: the Ministry of Industry and Trade indicates a group of goods, and then the brands allowed for import through parallel channels or which should be excluded from them. With the new approach, instead of specific brands, companies that own several trademarks at once will appear in the document.
The parallel import mechanism started working after a number of companies left Russia. It involves the supply of goods to the country without the permission of the copyright holder. The initial list included electronics (Apple, Samsung, Asus, Intel, Sony, HP), automobiles (Jaguar, Porsche, Rolls-Royce, Bentley and others), rare earth metals, sports equipment, motor fuel, railway locomotives and rolling stock, boats and other products. Subsequently, the list was edited several times, excluding positions from it and adding new ones. For example, in November, the Ministry of Industry and Trade allowed the import of about 40 brands of alcohol into Russia under this mechanism.
According to the Federal Customs Service, by December, the volume of parallel imports exceeded $20 billion.
