OREANDA-NEWS  The Ministry of Agriculture of the Russian Federation distributed the bulk of the quota for wheat exports in 2025 among 219 companies (261 companies in 2024, 203 in 2023), according to an order of the department posted on its website.

The quota will be effective from February 15 this year. Its volume is 10.6 million tons. It applies only to wheat, while the quota is zero for barley, corn and rye.

The largest share - almost 2.4 million tons - was received by the Great Gates company. The share of Aston amounted to almost 991.2 thousand tons, and OZK Trading (part of the OZK group) - 494.4 thousand tons. Rodnye Polye company (formerly Rif trading house) also received a share in the quota (404.1 thousand tons), which became the property of Rosmuschestvo. The share of the Grain Export company amounted to 174.6 thousand tons.

The quota does not apply to supplies to the EAEU countries.

In addition, it does not restrict the export of grain for international humanitarian aid to foreign countries based on government decisions.

Outside the quota, the rate will be 50%, but not less than 100 euros per ton, the customs subcommittee reported earlier.

The Russian Federation began to quota grain exports in 2020. The restrictions were introduced from April 1 to June 30 and amounted to 7 million tons. From February 15 to June 30, 2021, a new quota was in effect, its volume amounted to 17.5 million tons. At the end of 2021, the government decided that the quota would be an annual one, valid from February 15 to June 30.

In 2022, its size was 11 million tons, including 8 million tons of wheat. In 2023 - 25.5 million tons without dividing into types of grain. The quota for 2024 was 29 million tons (at first it was approved at 24 million tons, then it was decided on an additional quota of 5 million tons), it also did not provide for specific grain separation.

Starting from 2024, in accordance with the government decree (June 2023), the quota for grain exports outside the EAEU is divided into main and additional parts. The main part of the quota (90%) is distributed, as before, according to the historical principle. At the same time, a reduction coefficient will be calculated for each exporter, equal to the percentage of the quota sample in the previous period. The new mechanism also gives exporters the right to voluntarily waive the quota or part of it. Applications for refusal will be accepted from April 1 to April 20.

The additional quota volume will consist of three parts: 10% of the total quota volume plus the volume "released" as a result of the application of the reduction factor, as well as formed from failures. Exporters who have already been allocated the bulk of the quota according to the historical principle will be able to apply for an additional part.

As the Minister of Agriculture Oksana Lut reported in an interview with Vedomosti, last year's quota was chosen by 76%. In 2025, the share of those companies that have not fully used the quota will be proportionally reduced through a correction factor.

The official forecast of grain export potential for this season (July 2024-June 2025) is 55-57 million tons. Last year, Russia exported 72.2 million tons of grain, including 54.1 million tons of wheat.
