OREANDA-NEWS. Russia offered the United States to conclude an agreement on the prevention of nuclear war, but it was ignored. This was reported on April 19 by a Russian source.
Moscow has prepared a draft joint statement by the presidents of Russia and the United States, Vladimir Putin and Donald Trump, which stated the intention to rule out the possibility of a nuclear war. “There can be no winners in a nuclear war, and it should never be unleashed,” the Russian media document quoted in October 2018 and transmitted to the United States quotes. Moscow has not yet received an answer to its proposal.
Moscow’s proposal was transferred to the United States at a time when Washington announced the inevitable withdrawal from the Treaty on the Elimination of Medium and Short Range Missiles. On October 21-23, the US National Security Advisor John Bolton arrived in Moscow with explanations of the conditions for saving the contract. Shortly before his visit, Foreign Minister Sergei Lavrov suggested reconfirming the documents adopted in the period of confrontation between the USSR and the USA on the prevention of a nuclear war.
A spokesman for the US embassy in Russia, Andrea Calan, responding to a question about Washington’s demands for Moscow’s initiative, confirmed that the United States is committed to “effective control of the armed forces,” which also ensures their own security, as well as their allies and partners . She noted that the US is ready for arms control negotiations and, as an example, engaging in consultations on treaties on further reductions and limitations on strategic offensive forces (START-3), which were held in Geneva from April 3-12.
Recall that on March 4, Russian President Vladimir Putin signed a decree to suspend the implementation of the INF. At the same time, Moscow repeatedly noted readiness for new arms control initiatives, if they are developed taking into account the interests of all participants.
