According to officials, Putin, against whom sanctions were imposed in 2022 and who is generally banned from entering the United States, "will not be allowed to attend the APEC summit" unless permission is obtained.

According to the newspaper, the White House decided not to allow the head of the Hong Kong administration, John Lee, to participate in the summit. Washington had previously imposed sanctions on him and some other Chinese officials.
