This is written today by the newspaper "Vedomosti", acquainted with the concept of development of the system developed by the Ministry of industry and trade.
Currently in Russia in several industries there are voluntary experiments on the labeling of goods, the operator of which is the center for the development of advanced technologies (CRPT). It is 50% owned by USM Holdings Alisher Usmanov, 25% — "Rostec" and another 25% — managing partner of Almaz Capital Partners Alexander Galitsky. According to the new concept, the system will receive the status of the state information system (GIS).
"The regulations of the new GIS work have yet to be determined by the operator with the government," the publication notes.
The concept also provides for the duty of the CRPT to provide businesses with non-discriminatory access to impersonal data. The Cabinet will also determine the conditions for granting this access.
As criteria for the selection of goods for labeling is supposed to take into account the size of the market, expert estimates of the share of illegal traffic, the structure of possible business costs for labeling, the cost of goods, the share of imports, as well as small businesses, write "Vedomosti".
A single national system of digital marking and traceability of goods is being created on the basis of the CRPT. The process of creation is planned to be completed by 2024. According to the Minister of industry and trade of the Russian Federation Denis Manturov, the CRPT will eventually begin marking all product groups.
Now the CRPT marks tobacco and shoes, will soon begin to mark drugs. Since 2019, 12 more categories of goods will be connected to the system. The system will be fully operational by 2024. The cost of marking one product - 0,5 rubles.
