OREANDA-NEWS The Russian government has approved a list of draft laws that are planned to be developed and submitted to the State Duma in 2025, and an order has been signed, the press service of the Cabinet of Ministers reported.

"The approved list includes the most priority draft laws that are in a high degree of readiness and elaboration by relevant ministries," the cabinet said.

The plan consists of six sections and includes draft laws aimed at developing social institutions and improving the quality of life of citizens, balanced regional and scientific and technological development, creating conditions for further economic growth, developing economic sectors, and improving the quality of public administration. The plan will be updated and supplemented during the year, the government noted.

In particular, the government plans to amend the Federal Law "On the Procedure for Foreign Investments in Business Entities of Strategic Importance for Ensuring National Defense and State Security" and certain legislative acts of the Russian Federation. According to the approved plan, changes are needed to improve the control over transactions of foreign investors in relation to Russian business entities engaged in subsurface use.

The plan includes a clause on amendments to the federal law on the Roscosmos state Corporation. It is planned to empower it to exercise, on behalf of the Russian Federation, the rights of the owner of property in relation to state unitary enterprises, as well as the functions of the founder and the rights of the owner of property in relation to federal government institutions.

By October, the Cabinet of Ministers plans to submit to the State Duma a bill on amendments to Part two of the Tax Code of the Russian Federation regarding the lifting of restrictions on the application of preferential tax treatment by organizations created by persons owning more than 50% of the participation in legal entities registered in the territory of the Kuril Islands before January 1, 2022, or their interdependent persons in the implementation of new investment projects.

In addition, in 2025, the Government of the Russian Federation plans to prepare amendments to the Code of Administrative Offences (in order to strengthen administrative responsibility for non-compliance with budget legislation of the Russian Federation) and to the Code of Criminal Procedure (in order to improve the institution of private prosecution).
