The Federation Council introduced fines for the sale of medicines without a prescription

OREANDA-NEWS Senators at a meeting on Wednesday approved the law on liability for the sale of medicines without a prescription and tougher liability for the sale of nicotine-containing products to minors and their involvement in the smoking process.
"Over the past 10 years, there have been three times more Russians with dependence on psychoactive drugs, which are purchased independently, without a doctor's appointment. Among them are teenagers and young people. The sale of vapes in our country is gaining momentum with great speed, and schoolchildren are increasingly joining the ranks of smokers. Both vaping and psychoactive drugs are addictive, especially for those under 18. The purpose of establishing responsibility in one case and tightening in the other is the same – to preserve the health of children and adolescents," First deputy chairman of the Constitutional Committee of the Federation Council Irina Rukavishnikova explained to RIA Novosti. Thus, acts related to the violation of the rules for the release of medicines subject to quantitative accounting are allocated to a separate composition of administrative offenses if they do not contain signs of a criminally punishable act. "Responsibility for the commission of the specified offense is established in the form of imposing an administrative fine on officials in the amount of 10 thousand to 20 thousand rubles or disqualification for a period of 6 months to 1 year; on persons engaged in entrepreneurial activity without the formation of a legal entity – from 50 thousand to 100 thousand rubles; on legal entities – from 150 thousand to 200 thousand rubles," the conclusion of the Constitutional Committee of the Federation Council says.
The law also establishes liability in the form of fines for the sale of cigarettes, hookahs, vapes and other tobacco or nicotine-containing products to minors for citizens in the amount of 40 to 60 thousand rubles (now - from 20 to 40 thousand); for officials - from 150 to 300 thousand rubles (now - from 40 to 70 thousand); for legal entities - from 400 to 600 thousand rubles (now - from 150 to 300 thousand).
Fines for involving children in the process of tobacco consumption are also increasing, they will amount to 2 to 5 thousand rubles for citizens (now - from 1 to 2 thousand). If the offense is committed by the child's parent or guardian, he can be fined in the amount of 5 to 7 thousand rubles (now - from 2 to 3 thousand).
