The Federation Council approved the law on tightening state control over the issuance of weapons

OREANDA-NEWS At a meeting on Friday, the Federation Council approved a law on the inspection by the FSB and the Ministry of Internal Affairs within the framework of legislation on operational search activities of candidates for civilian firearms.
A license to purchase weapons will not be granted to citizens in respect of whom, according to the results of the inspection, a conclusion will be issued "on the existence of a danger of violation of the rights and freedoms of citizens, a threat to state or public security associated with the involvement of a citizen of the Russian Federation in an organized criminal group (organization, grouping), including extremist or terrorist orientation, and (or) the intention of a citizen of the Russian Federation to use weapons for illegal (criminal) purposes." As one of the authors of the initiative, the head of the State Duma Committee on Information Policy Alexander Khinshtein, noted earlier, the inspection can also be carried out against gun owners, the procedure for its conduct will be determined by the Cabinet of Ministers of the Russian Federation.
The term of validity of the conclusion will be two years. A citizen of the Russian Federation, in order to appeal the conclusion, may demand from the body whose information served as the basis for its issuance, information about the information received about him within the limits allowed by the requirements of the legislation of the Russian Federation on operational investigative activities. If he is refused to provide the requested information, as well as if a citizen believes that the information has not been received in full, he will be able to appeal this in court.
The norm is also introduced, according to which a license for weapons is not issued to suspects or accused of committing an intentional crime, as well as those released by the court from criminal liability for committing an intentional crime with the imposition of a court fine or on grounds that do not give the right to rehabilitation in accordance with the criminal procedure legislation of the Russian Federation, before the expiration of two years from the date of entry into force the legal force of the relevant court decision. In addition, weapons licenses will not be issued to drivers who refused a medical examination for intoxication.
