OREANDA-NEWS. Foreign policy will not be in the first place for the new coalition government of Germany, while a balanced approach can be expected with respect to the Russian Federation, but relations between Berlin and Moscow are unlikely to improve, says Vladislav Belov, deputy director of the RAS Institute of Europe.
On Wednesday, the Social Democrats, Greens and Free Democrats, who negotiated the formation of a coalition following the September 26 Bundestag elections, presented a coalition agreement. On November 25, intra-party online polls began on the coalition agreement of all three parties. They should be completed within ten days.
“In foreign policy, Europe comes first with all European affairs. The largest block (in the agreement). It is clear that these are issues of interaction with the main European partners, security issues, foreign policy is largely based on value approaches. This can be traced in all provisions , including our state ... After these blocs (economy and defense) there are bilateral relations, where the main non-European partner for Germany is the United States, "Belov said at a press conference at the Rossiya Segodnya news agency.
The expert noted that he was surprised by the fact that the sections on relations with Russia in the coalition agreement begin with a constructive one.
“Surprisingly, they start with a constructive approach. Russia, first of all, is a partner, without which it is impossible to solve many international problems. the hand of the Social Democrats. I was sure that Nord Stream will enter the coalition agreement in the context of a joint statement, but there is none, "Belov added, stressing that the coalition agreement mentions relations with Russia in a balanced manner.
As he noted, the Social Democrats will probably restrain anti-Russian sentiments in the new coalition government of the FRG. At the same time, the expert believes that relations between Berlin and Moscow are at their lowest point and one should hardly expect their improvement.
