OREANDA-NEWS  There will be social institutions in Russia for children and parents from troubled families to stay together, Maria Lvova-Belova, the Commissioner for Children's Rights under the President, told reporters.

"An important step for the Institute of Commissioners will be the creation of a new infrastructure - centers for children and parents to stay together, when we do not separate them, but place them in such hospitals and simultaneously work with both family and child," she said.

Now the office of the Commissioner for Children's Rights is conducting an All-Russian inspection.

"The team checks everything - from government programs that prescribe measures to prevent social orphanhood, budgets, the work of guardianship authorities, the state assignment of institutions, the commission on juvenile affairs," the Ombudsman said.

According to the results of the inspection, it is planned to reformat the inpatient placement of children in boarding schools to help families, to visit families, to work with families at home, etc.

Speaking at the All-Russian Forum on the Prevention of social Orphanhood "Living and being raised in a family" in Novosibirsk, Lvova-Belova noted that the main criterion for separating children from their families is child abuse, but there are currently only 2% of such cases.

"All other cases can be worked out without separating the family and the child," she concluded.
