"We see that the mobilization of administration is at a very high level. In particular, the consolidated budget of the Russian Federation in January-August 2018 received 13.6 trillion rubles, which is 21.5% higher than in January-August 2017. And the Federal budget received 7.5 trillion rubles, which is 28.7% higher," he said.
Mishustin noted that the high growth rates at the same time show all the key non-oil and gas taxes. The main drivers of growth, in addition to increased due to the rise in price of hydrocarbons charges on mineral extraction tax, were income tax (+20%, or 449 billion rubles), VAT (+15%, or 291 billion rubles), personal income tax (+12.5%, or 253 billion rubles), said Mishustin.
The Federal Tax Service fixes the vector of reducing administrative pressure on business, the head of the Department said. In the first half of 2018, the number of on-site inspections decreased by almost 30%. Without tax audits, the budget received more than 31 billion rubles (1.8 times more than in the corresponding period of previous years), Mishustin added.
As Mishustin stressed, it was possible to fulfill the task of the government and increase the budget due to the increase in taxes and the joint work of the customs and tax services.
The most effective Russian regions in terms of tax policy at the end are Moscow, Khanty-Mansiysk Autonomous Okrug and Bashkiria, follows from the rating PricewaterhouseCoopers. The worst indicators are in North Ossetia, Smolensk and Astrakhan regions.
