Self-employed Russians will be Exempt From Сontributionsto the Pension Fund
OREANDA-NEWS The tax rate under the new regime for self-employed will be 4%. It will include a mandatory health insurance contribution. At the same time, contributions to the Pension Fund for self-employed will not be mandatory. This was told by the head of the Federal tax service Mikhail Mishustin.
"The tax service stands for a low rate, lower than the USN (simplified tax system for small businesses)",- he stressed, speaking at the session on tax administration at the Eastern Economic Forum (EEF).
The head of the Federal Tax Service added that the authorities do not intend to demand from self-employed mandatory payment of pension insurance contributions. "If he wants a social pension for five years later, he can not pay any contributions to the Pension Fund. That many do, " - said Mishustin.
Earlier, the Ministry of Finance proposed to introduce a special tax regime for self — employed citizens in Russia-without registration with the tax authorities and submission of any reports to the Federal tax service. You can use this mode by simply installing a special application on your smartphone. It will apply to small businesses with a turnover of not more than 2.4 million rubles a year. The main purpose of the bill — the legalization of self-employed.
The initiative has already been agreed with all ministries within the government, but has not yet been formalized in the form of a bill. The head of the service promised to present it to the general public in January, 2019.
Before the tax regime will be applied throughout Russia, the authorities will test it in four regions: Moscow, Moscow and Kaluga regions and Tatarstan.
The fourth Eastern Economic Forum is taking place at the campus of the far Eastern Federal University on Russky island in Vladivostok on September 11-13.
Online aggregators, such as "Yandex.Taxis", or YouDo, are "employers" for a large number of citizens. With the transfer of self-employed to the new tax regime, they should become tax agents, that is, they themselves should deduct these 4 percent. "We gathered representatives of large sites, discussed this issue and came to the conclusion that it would be right," Mishustin said.
